The Twiggs County Board of Commissioners is focused on advancing critical water infrastructure resilience and public utility systems within its jurisdiction. Their procurement activity centers on the construction, rehabilitation, and expansion of water and sewer line networks, reflecting a strategic commitment to ensuring safe, reliable, and sustainable potable water delivery and wastewater management for residents. This focus aligns with broader state and federal initiatives to modernize aging utility assets, particularly through infrastructure funding programs such as ARPA, which have recently supported targeted improvements along key corridors like Sgoda Road. The agency prioritizes long-term public health outcomes and operational reliability over short-term fixes, emphasizing engineered solutions that enhance system capacity and reduce service disruptions.
The Board most frequently procures civil construction services under NAICS 237110, encompassing the installation, repair, and maintenance of water mains, sewer lines, pumping stations, and associated appurtenances. Contracts are typically issued as competitive solicitations without set-asides, indicating a preference for open competition among qualified contractors with demonstrated expertise in municipal waterworks. Procurement vehicles are standard public works bid processes, often structured in divisions to allow for phased execution and specialized subcontracting.
The agency’s primary industry focus is on firms with proven experience in water and sewer infrastructure construction, including trenchless technologies, pipe rehabilitation, and hydraulic modeling. There is no indication of targeted set-aside programs for small, minority, or women-owned businesses, suggesting a procurement approach driven by technical capability and compliance rather than socioeconomic preferences.
Organized under the Georgia state framework, the Twiggs County Board of Commissioners serves as the governing body for local infrastructure and public works in Twiggs County, Georgia.
