What does Vermont Water Investment Division do?

The Vermont Water Investment Division is dedicated to safeguarding and enhancing the state’s water resources through strategic infrastructure investment, ecological restoration, and regulatory program support. Its core mission centers on ensuring sustainable water supply, improving wastewater management, and protecting aquatic ecosystems through science-based planning and community-driven conservation. Key priorities include the design and implementation of dam removal initiatives, river corridor preservation, and the modernization of on-site wastewater systems, with a strong emphasis on integrating environmental consulting services to guide decision-making and compliance. The agency actively supports workforce development in clean water programs and partners with local stakeholders to advance stormwater management and watershed resilience across Vermont’s rural and urban landscapes. Procurement activity is dominated by environmental consulting services, which inform the planning, assessment, and implementation of water-related infrastructure and ecological projects. The division frequently issues solicitations for technical studies, inventory mapping, and program evaluation, often leveraging performance-based contracts to ensure measurable outcomes in habitat restoration and water quality improvement. Additional procurement includes construction and system upgrades for water supply, sewer treatment, and stormwater infrastructure, typically executed through design-build or technical assistance agreements. The agency’s primary procurement focus is on NAICS 541620 (Environmental Consulting Services), followed by water supply and sewage treatment systems (221310, 221320), reflecting its reliance on expert analysis to guide physical investments. It shows no preference for set-asides and engages a broad spectrum of vendors, including environmental engineers, hydrologists, and construction firms with demonstrated expertise in non-municipal water systems. Vendor relationships are built on technical proficiency, regulatory knowledge, and adaptive project management capabilities. As a division within the Vermont State Departments, it operates statewide with no fixed physical headquarters, coordinating with regional entities to deliver water resource programs. It utilizes competitive solicitations, requests for information, and technical assistance contracts to procure services aligned with its mission of ecological and infrastructure resilience.
