What does Virgin Islands Port Authority do?

The Virgin Islands Port Authority is tasked with ensuring the safe, efficient, and sustainable operation of the territory’s maritime and aviation infrastructure, serving as the backbone of commerce, emergency response, and tourism in the U.S. Virgin Islands. Its core mission centers on maintaining critical port facilities, airfield systems, and transportation logistics to support regional economic resilience. Strategic priorities include modernizing harbor infrastructure, enhancing cargo and passenger terminal operations, and upkeeping essential utilities and security systems across St. Thomas, St. John, and St. Croix. The agency prioritizes long-term operational readiness through preventive maintenance, environmental compliance, and infrastructure rehabilitation programs. Procurement patterns reveal a strong reliance on industrial equipment maintenance, janitorial and facility support services, and specialized construction contracting. The agency frequently procures industrial trucks, tractors, and material handling machinery to sustain port operations, alongside recurring janitorial and landscaping services to maintain public facilities. Electrical, site preparation, and heavy civil engineering contracts are common, reflecting ongoing infrastructure upgrades. Contracts are typically awarded through open solicitations without set-asides, indicating a preference for competitive, performance-based vendor selection. Primary procurement targets include NAICS 333924 for industrial vehicle maintenance, 561720 for janitorial services, and 237990 for marine dredging and civil engineering. The agency also engages specialized contractors for air traffic control system repairs and perimeter security installations, demonstrating a focus on mission-critical operational continuity. Vendor relationships are transactional and project-driven, with no evidence of formal diversity or small business set-aside programs. The Virgin Islands Port Authority operates under the territorial government as the sole entity responsible for managing all major seaports and Henry E. Rohlsen Airport. It utilizes standard federal procurement vehicles for open competition, relying on direct solicitations and on-call service agreements to meet dynamic operational demands across its geographically dispersed infrastructure network.
