What does Vs Fo D2 Design Moines Ia do?

The Department of Agriculture’s Animal and Plant Health Inspection Service, operating under the code 1261JK, is focused on safeguarding U.S. agricultural systems through advanced diagnostic capabilities for transmissible animal diseases. Its core mission centers on early detection, surveillance, and rapid response to high-consequence livestock pathogens, leveraging in-vitro diagnostic technologies to support national biosecurity and animal health monitoring programs. Strategic priorities include maintaining a resilient diagnostic infrastructure capable of identifying zoonotic threats, ensuring the integrity of international trade, and protecting domestic livestock from outbreaks such as glanders, equine infectious anemia, and other regulated diseases. The agency prioritizes scientifically validated, high-sensitivity assays that enable precise pathogen identification under field and laboratory conditions. Procurement activity is concentrated on specialized in-vitro diagnostic substances, particularly enzyme-linked immunosorbent assay (ELISA) kits and double-antigen capture systems designed for veterinary pathogen detection. Contracts are typically awarded through direct purchases or blanket purchase agreements with manufacturers holding regulatory certifications for veterinary diagnostic reagents. The agency relies on standardized, validated test platforms to ensure consistency across federal and state laboratories. Industry preferences are narrowly focused on manufacturers of veterinary diagnostic reagents under NAICS 325413, with an emphasis on proprietary, validated kits that meet USDA-APHIS performance specifications. No set-aside preferences are evident in current procurement patterns, suggesting procurement decisions are driven primarily by technical accuracy, regulatory compliance, and analytical reliability rather than socioeconomic criteria. Vendor relationships are likely long-term and performance-based, favoring suppliers with established quality systems and regulatory track records. The agency operates as a field-level unit under the Animal and Plant Health Inspection Service, part of the U.S. Department of Agriculture. While no physical location is listed, its procurement footprint reflects a nationwide network of diagnostic laboratories and border inspection stations. It utilizes federal acquisition vehicles optimized for scientific and biosafety-critical supplies, ensuring traceability and compliance with federal biological safety standards.
