What does Washington Military Department do?

The Washington Military Department is tasked with maintaining and modernizing the state’s military infrastructure to ensure readiness, operational continuity, and emergency response capability. Its core mission centers on sustaining the physical and functional integrity of facilities used by the Washington National Guard and other state military assets, with a strong emphasis on facility resilience, life-safety systems, and mission-critical environmental controls. Strategic priorities include upgrading aging infrastructure—particularly HVAC, roofing, and plumbing systems—to meet modern operational standards, while also advancing facility planning through engineering and feasibility studies that inform long-term capital investment decisions. Programs focus on force protection, disaster recovery preparedness, and the preservation of critical training and administrative sites across the state. Procurement activity is dominated by construction and maintenance services, with a consistent reliance on direct solicitations for skilled trades and professional engineering services. The agency frequently issues competitive bids for contractor-led renovations, replacements, and infrastructure repairs, favoring firm-fixed-price and performance-based contract structures that emphasize accountability and deliverable outcomes. Procurements are typically issued without set-asides, indicating an open, competition-driven approach to vendor selection. The department’s primary procurement focus lies in plumbing, heating, and air-conditioning contracting, followed by roofing and residential remodeling services, reflecting its emphasis on facility upkeep and habitability. Engineering services and warehousing support are also consistently engaged to enable planning and logistics functions. While no set-aside preferences are evident, the agency maintains a steady relationship with local and regional contractors capable of executing complex, multi-phase construction and maintenance projects on state-owned military installations. Organized under Washington State Departments, the Washington Military Department operates across multiple facilities statewide, including Camp Murray, Bremerton, Ephrata, and Yuma Training Center. It utilizes standard state procurement vehicles and direct solicitation processes to acquire construction, engineering, and logistics services, ensuring alignment with state infrastructure standards and emergency response requirements.
