What does Water Development Board do?

The Water Development Board is tasked with advancing Texas’s water resource resilience through scientific analysis, infrastructure planning, and technical implementation. Its core mission centers on securing sustainable water supplies, enhancing flood management capabilities, and supporting statewide water data systems. Strategic priorities include hydrologic modeling, reservoir monitoring, asset management for small water systems, and the expansion of the Texas Water Information System (TXWISE), reflecting a strong emphasis on data-driven decision-making and operational efficiency. The agency actively supports flood mapping initiatives, evaporation forecasting, and conveyance coordination to inform regional planning and emergency response. Procurement patterns reveal a consistent reliance on professional technical services to execute complex water resource projects. The agency frequently engages consultants for engineering, surveying, mapping, and environmental analysis, alongside specialized equipment procurement for hydrologic sensing and monitoring systems. Contracts are typically issued as sole-source or competitive solicitations under general services vehicles, favoring performance-based agreements that require technical expertise over standardized commodity purchases. Industry preferences are heavily concentrated in scientific and technical consulting, particularly NAICS 541370 (Surveying and Mapping), 541330 (Engineering Services), 541620 (Environmental Consulting), and 541512 (Computer Systems Design). The agency also sources specialized instrumentation from manufacturers in NAICS 334511 and 334519, indicating a need for high-precision field equipment. There is no evidence of set-aside preferences; contracts are awarded based on technical merit and capability, with a clear inclination toward firms possessing domain expertise in hydrology, geospatial analysis, and water systems automation. Organized under the State of Texas, the Water Development Board operates statewide with no fixed physical headquarters, coordinating regional water planning through decentralized technical partnerships. It utilizes standard federal and state procurement vehicles, including RFPs and competitive solicitations, to acquire services and equipment critical to water infrastructure resilience and data modernization.
