What does West Cornwall Township do?

West Cornwall Township is dedicated to maintaining and enhancing the local infrastructure that supports public safety, mobility, and community resilience. Its core mission centers on the construction, repair, and long-term stewardship of transportation networks and related civil works, with a strong emphasis on roadways, drainage systems, and pedestrian access. Strategic priorities include preserving aging road surfaces through preventive maintenance, improving stormwater management, and expanding safe walking infrastructure—particularly along high-traffic corridors. The agency prioritizes durable, cost-effective solutions that extend asset life and reduce future lifecycle costs, reflecting a proactive approach to public works management. The agency most frequently procures highway and bridge construction services, alongside related civil engineering and specialty trade contracting. Contracts are typically awarded through competitive solicitation processes for capital improvement projects, routine maintenance, and targeted infrastructure upgrades. Work is often delivered as lump-sum, fixed-price agreements, with minimal use of indefinite-delivery vehicles, indicating a preference for project-based procurement rather than ongoing service contracts. Primary procurement activity is concentrated in NAICS 237310 (Highway, Street, and Bridge Construction), followed by 237110 (Water and Sewer Line Construction) and 238990 (Other Specialty Trade Contractors). Landscaping and broader heavy civil engineering services are also engaged to support integrated infrastructure improvements. The agency does not employ set-asides or targeted diversity programs, and all solicitations are open to all qualified vendors. Vendor relationships are transactional and project-driven, with selection based on technical capability, compliance, and proven performance in municipal infrastructure delivery. West Cornwall Township operates as a local government entity within Pennsylvania, managing public works within its municipal boundaries. It reports under the broader Pennsylvania state framework but maintains independent procurement authority. The agency relies on direct solicitations and competitive bidding for all infrastructure contracts, with no indication of using state-wide cooperative purchasing agreements or master contracts.
