What does Workforce Development Office do?

The Workforce Development Office is dedicated to expanding economic opportunity through targeted workforce training and employment readiness programs. Its core mission centers on equipping Texans with industry-relevant skills to meet regional labor demands, particularly in high-growth sectors such as manufacturing and construction. Strategic priorities include scaling accelerated boot camp models, strengthening employer-aligned training pipelines, and enhancing community outreach to connect underserved populations with career pathways. The agency prioritizes hands-on, outcomes-driven education models that bridge the gap between job seekers and skilled labor needs, with a strong emphasis on sector-specific upskilling and workforce intake systems. The agency most frequently procures professional and management development training services, alongside temporary help services for administrative and case management support. It also acquires technical training programs through contract solicitations that emphasize curriculum design, instructor-led instruction, and program delivery infrastructure. Contracts are typically structured as performance-based solicitations with clear outcome metrics tied to participant placement and retention, reflecting a results-oriented procurement philosophy. Primary procurement activity focuses on NAICS 611430 (Professional and Management Development Training), with consistent demand for manufacturing and construction boot camps. Secondary procurement includes technical and trade schools (611519) and support services (561320) for intake and case management. The agency does not utilize set-asides and appears to prioritize vendor capability and program effectiveness over demographic or size-based preferences. Vendor relationships are built around proven track records in workforce development, curriculum alignment with industry standards, and scalable delivery models. Operated under the Texas state government, the Workforce Development Office functions as a statewide agency with no localized office footprint, coordinating programs across Texas through a centralized procurement framework. It relies exclusively on open solicitations to engage qualified training providers, technical schools, and workforce intermediaries, leveraging competitive contracting to ensure program quality and efficiency.
