Lease of City Land - 8729 Joffre Avenue
Solicitation # 186-08-26
The City of Burnaby has issued solicitation number 186-08-26 to secure proposals for a 60-year or 99-year prepaid ground lease of city-owned land located at 8729 Joffre Avenue, Burnaby BC. The primary objective is to facilitate the development of the site in accordance with the E1 Employment District zoning, which permits light industrial, commercial, and private recreational uses. The city aims to maximize the potential of the land by prioritizing high employment-generating uses, such as office space or film production, over less intense uses like warehousing or manufacturing. Proposals will be evaluated based on the development concept, project schedule, financial offer for prepaid basic rent, and the proponent's financial capability, which requires audited financial statements from the last three fiscal years. Applicants must demonstrate alignment with the Official Community Plan, the Big Bend Development Plan, and the city's economic, social, and environmental sustainability strategies. While financial offers are a key component, the highest bid will not necessarily be accepted, as the final decision rests with the Burnaby City Council. Electronic submissions must be sent to realestatebids@burnaby.ca by the deadline of November 27, 2026.
