Amendment to Port of Long Beach Tariff No. 4, Item 848The Port of Long Beach is implementing an amendment to Tariff No. 4, Item 848, regarding Vessel Traffic Service (VTS) user fees. The VTS provides 24-hour vessel monitoring and navigational information within a 25-nautical mile arc from Point Fermin, including outside anchorages. This action establishes a phased fee structure starting October 1, 2026, featuring annual 4.0% rate increases for Tariff Items 848(a) and 848(b) over a three-year period ending October 1, 2028. Additionally, a one-time 4.0% rate increase will be applied to Tariff Item 848(c) subsections 1 through 5 effective October 1, 2026, and a new rate category will be introduced for vessels with a Length Over All (LOA) of 360 meters. All adjusted rates will be rounded to the nearest dollar. This regulatory action is classified as a forecast and is governed by statutory exemptions under the California Public Resources Code, specifically sections 21080(b)(8) and 15273, which allow public agencies to modify user fees to cover operating expenses. The amendment was signed and posted on August 11, 2026, by the Director of Environmental Planning. Administrative oversight is managed by the City of Long Beach Harbor Department, with primary points of contact being Jennifer Williams and Roger Wu. Because this is a tariff amendment and statutory exemption rather than a federal procurement, there are no FAR clauses, specific contract values, or competitive solicitation requirements associated with this action.
