Modeling of the Epcot Energy Plant Electrical System

The Central Florida Tourism Oversight District, in coordination with Reedy Creek Energy Services, is seeking a qualified engineering firm to develop a comprehensive electrical system model of the EPCOT Energy Plant. The model must capture the full operational state of the facility, including four primary feeders with associated switchgear, three medium-voltage buses fed by multiple step-down transformers, and eight chiller units—some connected directly at medium voltage and others via secondary step-down transformers. The project requires detailed analysis of power quality factors such as harmonics, voltage drop, motor starting characteristics, and arc flash hazards to ensure safe and reliable operation amid ongoing facility expansions and anticipated load growth. The Consultant must validate the model against real-world operating conditions, conduct a suite of technical analyses including load flow, short circuit, and harmonic studies, and deliver a fully functional, industry-standard model capable of supporting future system modifications. The District will provide available system data but expects the Consultant to identify all gaps, document assumptions with sound engineering judgment, and perform necessary field verification to ensure model accuracy. The final model must be structured for modular expansion and delivered with complete documentation, including updated one-line diagrams if applicable, detailed technical reports for each analysis performed, a summary of findings and recommendations, and a record of all data sources and modeling choices. The model must be fully operable and maintainable by the District after delivery. Proposals are submitted via a Letter of Interest with a deadline of September 18, 2026, and the contract will be awarded to the highest-ranked proposer after negotiation of fees, with no bid bond required.
