TACTICAL Broad Agency Announcement (BAA)

Solicitation # FA9451-24-S-0001

The TACTICAL Broad Agency Announcement (BAA FA9451-24-S-0001) is a five-year research initiative managed by the Air Force Research Laboratory Directed Energy Directorate. The program seeks innovative, cost-effective solutions to advance directed energy technologies, focusing on computational development, validation of weapon system components, and the improvement of performance, reliability, and affordability. With an estimated total funding profile of 499 million dollars over five years, the program covers 14 diverse topic areas, including laser sources, beam control, satellite custody and characterization, artificial intelligence for space domain awareness, and high power electromagnetics. This BAA utilizes a closed call process, meaning proposals are not submitted to the overarching announcement but in response to specific calls issued via SAM.gov. These calls define the technical requirements, performance periods, and funding for individual efforts. The government may employ various contract types, such as Firm Fixed Price or Cost-Plus-Fixed-Fee, though cost-reimbursable awards require a DCAA-approved accounting system. To streamline solicitation, the program utilizes Topic Area Groups (TAGs), where technically qualified members are identified through the review of executive summaries and are prioritized for future requests for proposals or white papers. Evaluation is conducted through a peer or scientific review process based on overall scientific and technical merit, with cost analyzed for realism and reasonableness after a source is selected. Offerors must be registered in SAM.gov and comply with strict security and program protection requirements, including the submission of security questionnaires and senior personnel profiles. All invoicing and receipt processes for resulting awards are required to be managed through the Wide Area Workflow (WAWF) system.
