Notice of IntentVancouver Coastal Health (Vancouver General Hospital Campus) – Infrastructure Planning StudyDocument Number: 001NOI26EZVancouver Coastal Health (VCH) intends to enter into a contract with Kasian Architecture Interior Design and Planning Ltd. (Kasian) for their services as the Prime Consultant/Architect for Vancouver Acute (specifically Vancouver General Hospital campus), together with their proposed multidisciplinary subconsultant team, for the provision of consulting services for the VGH Campus Infrastructure Planning Study.The VGH Campus Infrastructure Planning Study is required to support the VGH rezoning application and complement the High-Level Campus Plan by establishing an integrated, long-range infrastructure strategy for the campus. The study will assess existing infrastructure capacity, condition, risks and constraints; identify future servicing requirements; evaluate options for infrastructure renewal and expansion; and develop a phased implementation roadmap to support long-term redevelopment, operational resilience, decarbonization and campus growth.The proposed consultant team includes the following disciplines and firms: Prime / Architectural: Kasian Architecture Interior Design and Planning Ltd.; Structural: Bush Bohlman & Partners LLP; Civil: Binnie; Mechanical: Smith + Andersen; Electrical / ICAT: Smith + Andersen; Logistics / Waste Management: Stantec Consulting Ltd.; Cost Consulting: BTY Consultancy Group Inc.; Traffic and Transportation: Bunt & Associates Engineering Ltd.; and Subsurface Utilities Scanning: to be determined once the scope and service requirements are further developed.Kasian Architecture Interior Design and Planning Ltd., as the Prime Consultant, conducted a two-stage competitive procurement process to select the project's key engineering consultants. Through this process, Bush Bohlman & Partners LLP (Structural), Binnie (Civil), Smith + Andersen (Mechanical and Electrical/ICAT), and Stantec Consulting Ltd. (Logistics/Waste Management) were competitively selected based on their qualifications, experience, and suitability for the project. BTY Consultancy Group Inc. (Cost Consulting) and Bunt & Associates Engineering Ltd. (Traffic and Transportation) were selected based on their recent and relevant experience on the Vancouver General Hospital campus and familiarity with existing site conditions and infrastructure. The Subsurface Utilities Scanning consultant will be determined once the scope and service requirements are further developed.The value of this contract including Kasian as Prime Consultant and their proposed multidisciplinary subconsultant team will be $2,561,953.00 - plus applicable tax. VCH has chosen not to complete a Request for Proposal (RFP) process but negotiate the contemplated contract for the following reasons: Kasian has extensive institutional knowledge and experience with the Vancouver General Hospital Campus through its involvement in the High-Level Campus Plan and rezoning work since 2016. Kasian has established strong working relationships with the Vancouver Acute leadership, VCH stakeholders, municipal representatives, and technical advisors involved in the planning and redevelopment of the VGH Campus. Kasian has detailed knowledge of the proposed campus redevelopment strategy, existing site constraints, infrastructure servicing requirements, phasing considerations, stakeholder priorities, and future development assumptions. Continuing with Kasian supports alignment between the Infrastructure Planning Study, the ongoing rezoning process, the High-Level Campus Plan, and VCH’s long-term redevelopment objectives. Kasian is prequalified for acute care projects over $5M by Fraser Health, Vancouver Coastal Health, and the Provincial Health Services Authority. Kasian is registered and complies with all applicable WorkSafe BC regulations. Kasian has Commercial General Liability insurance coverage in an amount not less than $2,000,000.00 inclusive per occurrence against bodily injury, personal injury and property damage. Kasian has Automobile Liability insurance coverage on all non-owned vehicles in an amount not less than $ 2,000,000.00. Kasian has Professional Errors and Omissions Liability insurance coverage in an amount not less than $1,000,000.00 inclusive per occurrence.
