New York City Emergency Management is seeking a secure, off-the-shelf database to support its Strengthening Communities program. This system will serve as a central communication hub between Community Preparedness staff and community coalitions or networks to manage funding, training, and emergency preparedness, response, and recovery efforts. The project is funded by the US Department of Housing and Urban Development through the Community Development Block Grant Disaster Recovery program, with a budget of up to 350,000 dollars. The anticipated contract term is three years with an option for a two-year renewal. The solicitation, identified as 01727P0002, requires bidders to comply with several city and federal mandates. Necessary documentation includes tax affirmation forms, certifications regarding the Iran Divestment Act and MacBride Principles, and insurance broker certifications. Because the project utilizes federal funding, it is subject to the Uniform Federal Contract Provisions Rider. Additionally, the procurement process includes specific requirements for M/WBE participation, though waiver requests are permitted under certain conditions. Proposals are due by September 2026.
