The Administration for Children's Services (ACS) is seeking a qualified provider from its current network of Family Enrichment Center (FEC) providers to develop and deliver a tailored Appreciative Inquiry (AI) training and capacity-building program. The goal is to build sustainable AI facilitation capacity across ACS and 30 FECs throughout New York City's five boroughs. The selected provider will collaborate with the Center for Appreciative Inquiry (CAI) to create a FEC-specific curriculum and deliver practice-based training to three to four cohorts of approximately 30 participants per fiscal year starting in FY28. Additionally, the provider will establish an AI Leaders Learning Cohort to support peer learning and long-term sustainability. The contract is scheduled to run from March 1, 2027, through June 30, 2029, with options to renew for two additional three-year terms. Total funding is capped at a maximum ceiling of $650,000, with a breakdown of $150,000 for the initial period and $250,000 for each subsequent full year. This is a Negotiated Acquisition where a single award will be made based on the most advantageous proposal, evaluated on budget (30%), qualifications and experience (20%), and the proposed approach. Applicants must use the PASSPort system for submissions and maintain a distinct line-item budget and accounting system separate from their existing FEC contracts.
