AI Contract Overview

The New York City Department of Correction (DOC) has transitioned from internally managing commissary operations to partnering with a non-governmental vendor since April 2022, aiming to enhance efficiency and reduce resource burdens. The vendor's responsibilities encompass the entire commissary process, including menu planning, order processing, inventory management, fulfillment, and delivery of goods within correctional facilities. This shift allows DOC staff to focus on other critical areas while ensuring a streamlined service for incarcerated individuals. To refine its procurement strategy and develop future contracts, DOC has issued a Request for Information (RFI) targeting experienced commissary vendors with a strong presence in the northeastern United States, particularly in New York City. The RFI seeks industry insights to shape the scope of work and ensure the upcoming solicitation aligns with industry standards and practical capabilities. Responses to this RFI may influence the subsequent issuance of a formal Request for Proposals (RFP), which will be issued at the city's discretion. The contract associated with this initiative is valued between five and fifteen million dollars, with a response deadline of August 30, 2024. The primary contact for this process is Lilliana Alvarez-Cano, and additional information can be accessed through the city's portal.

Full Description

The New York City Department of Correction (DOC) is dedicated to creating a safe and supportive environment while providing individuals in our care with a path to successfully re-enter their communities.
For decades, DOC implemented commissary operations internally all with its own staff. The work was accomplished every day but with a heavy cost in time and staff resources. Since April 2022 DOC has had a working relationship with a non-governmental vendor to supply modernized commissary operations. This has relieved a great number of DOC staff so that they can focus on other critical posts. Services provided by the vendor cover from the beginning to the end of the commissary workflow. From setting the menu, to receiving the orders, charging the orders, managing product inventory, fulfilling the orders, delivering the bags of goods to the jails, and delivering the orders within the jails to the population.
The purpose of this RFI is to gather input from other commissary vendors with a significant northeastern United States presence and correctional experience, particularly in the New York City region, to help inform a future solicitation for these services. Insight gained from industry respondents will help DOC develop scopes of work (SOWs) for future solicitation and contract documents. The intent is to ensure that DOC’s program design and procurement/contracting strategy accurately reflects real-world industry practice and capabilities.
DOC reserves the right to consider information obtained from responses to this RFI in order to develop a Request for Proposals (RFP) that would achieve the City’s objectives. The City shall issue a subsequent RFP at its sole discretion, and any response to this RFI does not guarantee either such solicitation of an RFP or consideration for subsequent award.
