U.S. General Services Administration GSA Region 7 Leasing Division Justification for Other than Full and Open Competition Lease Number: TBD Project Number: 0TX2368 Agency Name: Dept. of Justice (DOJ) and Federal Trade Commission (FTC) Identification and Description of Action Being Approved: The General Services Administration currently leases 49,446 rentable square feet (RSF)/ (43,765 ANSI/BOMA Office Area square feet) of office space at Dallas, Texas under lease number GS-LTX15307 for the DOJ and FTC. The current lease expires 3/6/2018. Approval is requested to negotiate a succeeding lease for these 2 agencies with the incumbent lessor without full and open competition for continued occupancy at this lease location. These agencies are currently occupying space under a lease that also includes the Government Accounting Office (GAO). This request for other than full and open competition is only for DOJ and FTC. Any new action for GAO will be handled under a separate project. This requirement is for 13,986 RSF (12,379 ANSI/BOMA Office Area square feet) of space for a 10-year term to commence on or about 7/6/2015. GSA placed an advertisement conforming to GSAM 570.402-2 on the Federal Business Opportunities Web site (fedbizopps.gov) on February 25, 2014 and received no responses. Award to other than the current Lessor would require relocation of the entire requirement and would cause DOJ and FTC to incur move and replication costs that would not be recovered through competition. The respective amount of RSF for each agency is: DOJ 5,061 and FTC 8,925. Requiring these agencies to relocate to a different location would require build out of space to meet each agencies special requirements. Cost Benefit Analysis Acquisition of 12,379 ANSl/BOMA Office Area (ABOA) Square Feet 10 Year Full Term Anal sis: Present Location 10-Year Total RenUAnnual ABOA rate New amortized tenant improvements Cost of physical move N/A Voice and data move N/A Duplication of Reimbursable Work Authorization (RWA) N/A alterations (above agency customization tier) Temporary storage fees, include contingency storage fees per N/A workstation per month,if appropriate N/A Full Term lease savings The cost of relocating DOJ and FTC using the low cost quote exceeds the cost of remaining at Street, Dallas, TX. The savings to the Government is Based on this cost-benefit analysis, the Government cannot expect to recover relocation and duplication costs through competition. Therefore, the Government intends to negotiate a succeeding lease and remain at its current location. Description of Efforts to Sol i ci t as Many Offers as Practical: InAugust 2013, GSA conducted market research and identified one potentially acceptable location that could meet these agency's needs within the delineated area. That location, -Center, Dallas, Texas was used in the cost benefit analysis. In addition, an expression of interest advertisement was placed in FedBizOpps in February 2014. GSA did not receive any responses to the advertisement. Demonstration that the Antic i pated Cost will be Fai r and Reasonabl e: In accordance with Federal Acquisition Regulation (FAR) 6.303-2(a) (7), the Contract ing Officer determines by certify ing this document that the anticipated cost to the Government of RSF for the entire requirement is fair and reasonable. Recent market research conducted by GSA for the Dallas, TX area shows various rental rates with in the area ranging from per RSF. Description of the Market Survey Conducted: In August 2013, GSA conducted market research that identified the fo llowing low cost location, not including the incumbent: Market Data for the Area Address Asking Full Service Rental Rate er ANSI/SOMA Office Area Square Feet Other Facts Support i ng the use of Other Than Full and Open Competition: Not Applicable.
