1 High Speed Digitizer

The National Institute of Standards and Technology, under the Department of Commerce, is soliciting a single high-speed digitizer to support the Standard Photonic Thermometer (SPoT) project within its Fundamental Thermodynamics group. The requirement calls for a new, commercial off-the-shelf device with four channels, 16-bit vertical resolution, and 4 gigasamples of on-board acquisition memory, along with specific firmware and software packages including eXpert Signal Averaging Firmware and GaGeScope Standard Edition. The digitizer must meet stringent technical performance criteria at 70 MHz, including minimum signal-to-noise ratio of 69, total harmonic distortion of -70 dB, SINAD of 68, effective number of bits of 11, and spurious-free dynamic range of 70. All items must be new and cannot include prototypes, demonstration models, used, or refurbished equipment. The solicitation, issued under SF1449 using simplified acquisition procedures per FAR Part 12.1, follows a lowest priced, technically acceptable selection process where technical compliance serves as a mandatory pass/fail gate; failure to meet any specification or provide verifiable documentation will result in disqualification. The contract is structured as a firm-fixed-price arrangement with three CLINs: the digitizer itself, shipping costs, and transportation fees. Delivery must be FOB Destination to NIST’s Gaithersburg, Maryland facility not later than six months after award, with all items shipped in original manufacturer packaging including full documentation and software. The contractor bears full responsibility for damage or loss prior to government receipt and must comply with carrier packaging and marking requirements. Offers must be submitted electronically by June 10, 2026, to designated NIST contacts and formatted into three distinct volumes: technical documentation proving compliance, a separate price quotation valid for 90 days, and a completed terms and conditions response. Offerors must be registered in SAM.gov with a valid UEI, submit required certifications including Buy American and Place of Manufacture, and comply with statutory restrictions such as the Prompt Payment Act, procurement integrity laws, and prohibitions on trafficking in persons and kickbacks. The acquisition is set aside for small businesses in the HUBZone program, and the government retains the right to inspect and test the equipment onsite within ten business days of delivery, at no additional cost to the government, with the contractor permitted to observe testing at their own expense.
