Solicitation W15QKN13R0002, issued by the Department of Defense through the W6QK Acc-Pica office at Picatinny Arsenal, New Jersey, concerns the procurement of guns ranging from over 30mm up to 75mm. Under NAICS code 332994, the contract involves a sole-source award to Heckler and Koch Defense, Inc. for the acquisition of 12,400 M320/M320A1 Grenade Launchers. The procurement was justified under FAR 6.302-1 due to critical delays in obtaining the Technical Data Package resulting from disagreements over End User Certificate language with the German government. This sole-source approach was deemed necessary to prevent a break in fielding for Warfighters and to avoid the unacceptable delays that would have occurred during a competitive request for proposal process.
