DESC: The Government intends to issue a 100% Small Business Set-aside solicitation resulting in a 5-year Indefinite Delivery, Indefinite Quantity (IDIQ) contract. Item to procure is the Assembly, Handguard, Upper, NSN 1005-01-453-4227, PN 12973096 us ed on M4 Carbine. This is a planned lowest evaluated priced, technically acceptable 100% Small Business Set Aside (SBSA). Minimum guaranteed quantity is 1,000. Contract maximum is 130,000 each. The Government incurs no obligation to award any quantity beyond that quantity identified as the guaranteed minimum. Prospective offerers must be prepared to submit pricing on all option quantities in all proposed ordering periods. Failure to do so may render your proposal as being considered non-responsive. A license agreement between K night's Armament Company and the US Government requires the items procured to be manufactured in the US and its territories. Any new producer will require successful completion of a First Article Test Report (FATR). Item requires Heavy Phosphate coating per MIL-DTL-16232 (Finish Series 5.3 of MIL-STD-171. Item requires specialty metals, forgings and castings. This solicitation incorporates a Technical Data Package (TDP) that cannot be provided via the internet due to a licensing agreement between the US Government and Knights' Armament Company, CAGE 1S002. Disclosure and use of the TDP are restricted by the Non-Disclosure and Non-Use Agreement that the offeror will be required to execute prior to receipt of the TDP. The successful offeror under this soli citation agrees to manufacture the items, being produced under this contract, within the US and its territories. To obtain a copy of the TDP, a prospective offeror must sign a non-disclosure agreement, which will be an attachment to the solicitation posted on the web after the solicitation has issued.
