The contract pertains to a draft Request for Proposal (RFP) issued by the U.S. Army Contracting Command, New Jersey, for the Compact Semi-Automatic Sniper System (CSASS). This solicitation is for planning purposes only and is not a final solicitation, intended to facilitate information exchange between the Government and industry to better define requirements and capabilities. The Government aims to acquire either newly manufactured systems or upgraded versions of the existing M110 Semi-Automatic Sniper System to deliver the best value. This full and open competition under FAR Part 15 will result in an indefinite-delivery, indefinite-quantity (IDIQ) contract intended to support both developmental and operational testing, as well as subsequent production and support needs. The anticipated contract will include a base ordering period with a minimum of 30 CSASS units and two subsequent options: the first option enabling up to five additional one-year ordering periods with a wide quantity range that could total up to 3,643 systems, and the second option pertaining to the purchase of a technical data package. Additional requirements encompass spare parts, depot support, first article testing, and comprehensive training programs. Prior to obtaining the Purchase Description, interested parties must submit required documentation including a non-disclosure agreement. The draft solicitation was set to close in early 2013, and the contract's structure and terms emphasize a strategic, phased acquisition approach to meet the Army’s sniper weapon system needs comprehensively over a multi-year period.
