The Department of Defense is issuing a presolicitation notice for the procurement of 67 obturator pad assemblies for 155mm equipment, as specified in drawing 11581020. This action is restricted to contractors under W911PT-10-R-0022 and is being pursued as a sole-source negotiation under FAR 6.302. The government intends to negotiate exclusively with Beldam Crossley, LTD of Bolton, UK, because they are the only manufacturer of the required one-piece obturator design and are the sole approved source on the source-controlled drawing. This notice serves as an announcement of intent rather than a request for competitive proposals. While the government is moving forward with a specific source due to the unique military nature of the item, interested parties may still identify their interest and capability to respond to the requirement. The solicitation is managed by the Office of the Department of Defense in Watervliet, New York, with a response deadline of August 23, 2010.
