The US Department of Energy's National Nuclear Security Administration (NNSA) Office of Transportation Safeguards (OST) is planning to procure 40 units of the 40 MM Grenade Launcher exclusively from Heckler & Koch, Inc. This procurement is conducted on a sole-source basis because the specific model meets unique mission requirements that no other grenade launcher can fulfill. Key features of this launcher include a double action trigger system, an adjustable 50-350MM ladder sight, breach loading capability, compatibility with various 40MM rounds such as smoke and signal flares, and a removable butt stock for stand-alone use. These specialized capabilities make the Heckler & Koch model uniquely suited for NNSA OST operations. Due to stringent federal regulations and company policies that restrict sales of this military and law enforcement weapon system to the federal government only, and Heckler & Koch’s prohibition on distributor sales, the NNSA must procure directly from the manufacturer. This procurement will be conducted under the authority of the Federal Acquisition Regulation (FAR) 6.302-1, which allows sole-source contracts when only one responsible source can meet the government’s requirements. No public solicitation will be issued, complying with FAR Part 5 requirements. The estimated value of this contract is approximately $283,000. Any inquiries regarding the procurement are directed to the NNSA Contract Specialist, David Gallegos.

Full Description

The US DOE National Nuclear Security Administration (NNSA) Office of Transportation Safeguards (OST) intends to procure 40 MM Grenade Launchers (a sole item) from Heckler & Koch, Inc., (a sole source) to meet its critical mission requirements. NNSA has determined that the Heckler & Koch, Inc. 40 MM Grenade Launcher is the only item meeting NNSA OST mission requirements - based on its double action trigger system, 50-350MM ladder sight, breach loaded, ability to use various 40MM rounds (smoke, signal flares, etc.) and removable butt stock for stand-alone applications - and no other grenade launcher available has these capabilities. NNSA has also determined that the Heckler & Koch, Inc. 40 MM Grenade Launcher is a military/law enforcement weapons system with strict guidelines for sales from the US Department of Justice (Bureau of Alcohol, Tobacco, Firearms and Explosives) - and with strict company guidelines restricting sales of this weapon only to the federal government; since Heckler & Koch, Inc. does not permit any of their distributors to sell the weapon system, the NNSA must procure the item on a sole source basis. Therefore, NNSA intends to conduct this sole-item/sole-source procurement under authority of Federal Acquisition Regulation (FAR) 6.302-1 and no other items or sources will be considered. A public solicitation will not be available. This notice satisfies the requirements of FAR Part 5. The estimated value of the procurement is $283,000. Any questions or comments pertaining to this planned action should be addressed to David Gallegos, NNSA Contract Specialist, at +1 (555) 000-0000.
