The contract involves a sole source task order awarded to Government & Retirement Benefits, Inc. (GRB) under a GSA Schedule 70 agreement for approximately $9,500. The procurement is for the renewal of the WebAssist license for the Employee Benefits Information System (EBIS), supporting around 103 users, primarily the Benefits and Entitlements Service Team (BEST) counselors. This software enables the counselors to efficiently produce retirement estimates and perform deposit and redeposit calculations for Air Force civilian employees, with a significant increase in workload expected: by July 2010, services will extend to roughly 5,000 additional AF civilians, growing to an additional 38,000 by July 2011. The justification for this sole source action rests on the exclusive availability of the software and its data rights, which are proprietary to GRB, making competitive procurement impractical due to schedule and cost constraints. The contract period spans from August 1 to December 31, 2010. Although this announcement is not a request for competitive proposals, the government will consider any interested parties who express capability within 15 days of publication. The acquisition includes the appointment of an Ombudsman to address concerns, with initial disagreements directed first to the contracting officer. Key contacts are provided for contract administration and contracting officer inquiries.

ELGS/PNK formally announces the intent to award a sole source task order FA8734-10-F-0012 Government & Retirement Benefits, Inc. (GRB), under GSA contract GS34F-0047S Schedule 70 for approximately $9.5K. To meet mission requirements, the objective of this acquisition is for the subscription of software for the Employee Benefits Information System (EBIS) for WebAssist licenses. Support requires the continuation (renewal) of the current WebAssist EBIS license for approximately 103 users. This license will allow the Benefits and Entitlements Service Team (BEST) counselors to continue to use this automated tool enabling the BEST to provide timely and accurate retirement estimates, deposit and redeposit calculations. By July 2010, BEST counselors will be providing retirement estimates, deposit, and redeposit calculations for approximately an additional 5,000 AF civilians. By July 2011, that number will increase to another 38,000 when BEST will be providing these services t! o all AF civilian employees. Justification for this follow-on contract is FAR 6.302-1(a)(2)(ii)(B), Only one responsible source and no other supplies or services will satisfy agency requirements. These services are deemed to be available only from the original source for the continued provision of highly specialized services. The software product subscription and data rights are solely owned and cannot be purchased. The period of time required to perform a source selection as well as the ramp-up time required for a new contractor to customize software to meet the requirements would cause an unacceptable schedule delay and a substantial duplication of cost to the government that is not expected to be recovered through competition. The period of performance is five months to begin on 01 August 2010 through 31 December 2010. This notice of intent is not a request for competitive proposals; however, all interested persons that identify to the contracting officer their intent ! and capabilities to satisfy the government's requirement with commercial services items and are received within 15 days after the date of publication of this synopsis will be considered by the government. A determination by the government not to compete this proposed contract actions based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Award will be made only if the offeror, the product/service or the manufacturer meets qualifications requirements at time of award, in accordance with FAR clause 52.209-1 or 52.209-2. An ESC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offers, potential offerors, and others for this acquisition. Before consulting the ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. In addition AFFARS 5352.201-9101, O! MBUDSMAN, will be included in this acquisition's solicitation and contract. The ESC OMBUDSMAN is the ESC director, Commander's staff, and can be contacted at: ESC/DC Bldg 1606 9 Eglin Street, Hanscom AFB MA 01731 Telephone 781-1377-5106 Facsimile +1 (555) 000-0000 E-Mail: contact@example.gov.
