The Department of the Air Force, specifically the 448 Supply Chain Management Group at Hill Air Force Base, is seeking to procure four Display Generators for the F-16 aircraft multi-mission computer. This procurement is being conducted through other than full and open competition, designating Honeywell Inc. as the sole source. The action is justified under 10 USC 2304 (c) (1) and FAR 6.302-1, as Honeywell is identified as the only responsible source possessing the necessary data to provide the required components. Market research and an economic evaluation determined that pursuing a competitive breakout for this non-developmental item would be uneconomical, as the costs to the government would exceed any projected savings. While the requirement will be synopsized at the Government Point of Entry to allow for potential interest, the Air Force has concluded that no other commercial sources currently exist. To foster future competition, Hill AFB will review requests from other contractors interested in becoming qualified sources through self-funded reverse engineering.
