The United States Army Mission Installation Contracting Command at Yuma Proving Ground, Arizona, intends to award a firm-fixed price contract on a sole source basis to Matlick Enterprises, Inc., operating as United Fire Equipment Company, located in Tucson, AZ. This contract involves the procurement of 40 units of Firehawk M7 Air Masks, which are critical self-contained breathing apparatuses designed for use during chemical, biological, radiological, and nuclear (CBRN) emergencies. These air masks, manufactured by Mine Safety Appliance (MSA) and certified by the National Institute for Occupational Safety and Health (NIOSH), will replace outdated equipment currently held by the fire department. The MSA Firehawk M7 Air Masks meet stringent regulatory standards for hazardous respiratory protection and are essential for maintaining compliance with Department of Defense, Army, and National Fire Protection Association (NFPA) requirements. Matlick Enterprises, Inc., as the authorized regional distributor for Yuma County, is uniquely positioned to supply and service this mission-critical equipment, with no other distributors permitted to operate in this region. This exclusivity ensures proper maintenance and adherence to safety standards. Interested firms were invited to submit proposals or demonstrate capability by a specified deadline, but the sole source award underscores the government's discretion to bypass competitive bidding due to proprietary restrictions and regional distribution controls. This procurement aligns with the North American Industry Classification System code 339113 and supports operational readiness for emergency response teams at the Yuma Proving Ground.
