12--Special Notice: Purchase of Multi Force Door System

Solicitation: W91QF6-13-T-0040 Special Notice Purchase of Multi Force Door System Closing Date: 26 July 2013, 3:00 p.m. (EST) The Government intends to solicit and negotiate with only one source, Firehouse Innovation Corp, 3795 Martin CT, Seaford, NY 11783-1819. The procurement will be conducted on a sole source basis in accordance with the authority of FAR 6.302-1. This requirement is to purchase multi force door system for the Fire Department in Fort Meade. This patented door system (patent no: US 8,408,917 B2) is a training tool, which will enhance the fire fighters skill in gaining entry into doors to perform life saving techniques and faster entry into hazardous environments. This door system provides the ability to force left or right-handed, opening in or opening out doors, metal or wood jambs. All on the same door system. A trainee can use angle iron on the door to simulate high security apartment doors. This door allows trainees to use the gapping method and conventional forcible entry methods on opening-in metal jams (like on apartment doors). Hydra-Rams & Rabbit Tools can also be used. Opening-out forcible entry on metal jambs can also be used (like on commercial buildings or bulkhead doors). Also, trainees can use the spiking method on the wood jamb simulator (like on private dwelling doors). Based on market research, Firehouse innovation Corp is the sole supplier and manufacturer of the multi force door system and the company is the patent holder (patent no: US 8,408,917 B2) for the original multi force door system (forcible entry door system) and maintains total control of its product. Firehouse manufactures, designs, and delivers the product as a whole package. Thus, Firehouse does not use any distributors or dealers. Therefore, Firehouse Innovation Corp is the only source that can provide the required item in current market at this time. The NAICS code for this procurement is 332999 and the small business size standard is 500 employees. This sole source requirement will be procured under Other Than Full and Open Competition procedures and awarded on an unrestricted basis. THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer not later than 26 July 2013, 3:00 pm EST. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the sole source negotiation with Firehouse Innovation Corp. Award will be made in accordance with FAR Part 12, Acquisition of Commercial Items, FAR Part 13, Simplified Acquisition Procedures, and FAR Part 15 Contracting by Negotiation.
