The government is seeking to establish a five-year contract, consisting of an initial one-year base period with four additional one-year options, for the repair of the Very High Speed Integrated Circuitry (VHSIC) central computer used in the F-15 aircraft. This contract is being awarded on a sole-source basis to Lockheed Martin Federal Systems located in Owego, NY. Key items include two specific VHSIC central computer parts identified by their National Stock Numbers (NSNs) and part numbers. Due to the sensitive nature of the technology, export control regulations apply, restricting participation to US contractors registered and certified with the Defense Logistics Services Center (DLSC) who have a legitimate business purpose. Certified contractors must provide their approved DD Form 2345 to be eligible to receive the solicitation package. Foreign involvement is currently undetermined, but contractors from Memorandum of Understanding (MOU) countries have a limited window of 15 calendar days from the synopsis date to request solicitation documents. Requests received after this period, or from non-MOU countries, will not delay the solicitation issuance. Furthermore, restrictions on eligible sources such as small-business set-asides or foreign source limitations remain in place, allowing only qualified entities to participate. The contracting office point of contact for this procurement is Deborah K. Simmons, reachable via email or phone. The procurement is classified under NAICS code 334511, relating to electronic component manufacturing.
