58--12mm Passive Integrated Transponder (PIT) Tags

The U.S. Fish and Wildlife Service, under the Department of the Interior, is procuring 223,000 12mm Passive Integrated Transponder (PIT) tags through a Firm Fixed Price Commercial Products contract issued as a Total Small Business Set-Aside under FAR 19.5 with NAICS code 334220. The tags must be glass-encapsulated, injectable, and conform strictly to ISO 11784/11785 FDX-B specifications, operating at 134.2 kHz with a length between 12.0 and 12.5 mm, and are intended for use within the Columbia River Basin infrastructure including dams, hatcheries, and instream arrays. All tags must be preloaded and packaged in trays of 100, with deliveries scheduled to three locations: 107,000 tags to Vancouver, WA; 90,000 to Leavenworth, WA; and 26,000 to Orofino, ID. The period of performance runs from June 15 to August 14, 2026, with all deliveries due by the end date. Vendors must demonstrate compliance by providing independent laboratory test results aligned with the Comprehensive PIT Tag Evaluation (CPTE) procedure prior to shipment and must submit their testing plan and the credentials of their third-party testing service as part of their proposal. Past performance is critically evaluated, and vendors having supplied noncompliant PIT tags within the last five years may be disqualified. Technical capability and past performance together are significantly more important than price, serving as a pass/fail gate for acceptability; proposals deemed technically unacceptable will not be considered regardless of pricing. Awards will be made based on the most advantageous offer to the government, with no tradeoffs permitted.
