This solicitation, designated FA520526QB127, seeks a single dual-laser engraving system compliant with the Epilog Fusion Pro 36 Dual specifications, requiring integrated CO2 and fiber laser capabilities within one unit, along with a dust collector, 3-jaw chuck rotary attachment, and air compressor, all to be delivered to Misawa Air Base, Japan. Offerors may submit up to two alternate proposals, and while separate systems are still eligible for award, the government encourages integrated dual-laser solutions. The requirement is branded as OR EQUAL under FAR Part 12, treating the acquisition as a commercial product purchase. Although funds are not currently available, the contract is subject to the Availability of Funds clause, and obligation will only occur upon written confirmation of appropriated funding. All proposal submissions must be made via email to designated contacts by the deadline of August 10, 2026, at 10:00 a.m. Japan Standard Time, excluding .zip files. Proposals must include a fully completed and signed solicitation form, along with photos and technical specifications meeting the attached Salient Characteristics. Evaluation will be based on technical acceptability as a pass/fail criterion, followed by price competitiveness among qualified offerors, with the lowest-priced technically acceptable proposal selected under a best value trade-off methodology—not as a lowest price technically acceptable (LPTA) procurement. Delivery is FOB destination, with the contractor bearing all costs and responsibilities for shipping, packaging, and preservation to ensure the equipment arrives undamaged and fully operational. Acceptance will occur at Misawa AB following government inspection, and payment will be processed electronically through WAWF using the designated DoDAACs. Contractors must comply with multiple security, ethical, and supply chain clauses, including prohibitions on covered telecommunications equipment, hexavalent chromium, business with the Maduro regime, and human trafficking, and must represent their UEI and CAGE code if they provide covered telecommunications items. No small business set-asides apply, and no specific packaging standards or MIL-STDs are cited, though full compliance with the unprovided Salient Characteristics attachment is mandatory.
