Production of Small Unmanned Aircraft Systems (sUAS) Lethality Payloads at Pine Bluff Arsenal

Solicitation # W519TC27CSUAS

The Department of War and Army Materiel Command are seeking partnership solutions via white papers for the production of small Unmanned Aircraft Systems (sUAS) lethality payloads and Electronic Safe and Arming Devices (ESAD) at Pine Bluff Arsenal (PBA). This initiative is a market research effort to establish a Public-Private Partnership (P3) under 10 U.S.C. 7544, aiming to modernize government facilities to Industry 4.0 and 5.0 automation standards. The government provides approximately 100,000 square feet of production and storage capacity, along with logistical, engineering, and safety support. In return, the selected industry partner must provide 100% of the capital expenditures for facility upgrades and equipment, which will become government property upon installation. The proposed cooperative arrangement utilizes a Build-to-Operate model where the private partner manages the facility until recovering their investment and profit, after which operational control transitions back to the government. The partner is guaranteed a portion of the facility's capacity for commercial use, provided it does not interfere with military requirements. The selection process consists of three phases: an initial white paper submission due by December 14, 2026, a mandatory on-site visit at Pine Bluff Arsenal for top candidates, and a final comprehensive white paper submission. Evaluation will be based on technological innovation in automation, financial viability to cover all capital expenditures without government subsidy, and the ability to maximize existing PBA resources.

Request for Information - Energetics Center of Excellence

Solicitation # W519TC-26-R-0019

Army Contracting Command-Rock Island, acting for the Portfolio Acquisition Executive Agile Sustainment and Ammunition and Project Lead Joint Services, is conducting market research to establish an Energetics Center of Excellence at the Blue Grass Army Depot in Richmond, Kentucky. The initiative seeks to address critical vulnerabilities in the Department of War energetics ecosystem, including aging infrastructure, fragile supply chains, and limited domestic capacity for explosives like RDX and HMX. The government is interested in transformative, commercially sustainable solutions delivered through a Public-Private Partnership that can scale rapidly during surge requirements without relying on recurring government funding for steady-state operations. Desired capabilities include onshoring production of precursors and components, implementing flexible and automated manufacturing, and accelerating the transition of next-generation formulations from lab to full-rate production. All physical infrastructure must be located at the Blue Grass Army Depot and must align with existing Army networks. The government is targeting a rapid implementation schedule of 48 months or less for full project transition and commissioning. While this is currently a Request for Information for market research, the government has indicated a potential intent to award a non-competitive, sole-source Undefinitized Contract Action with a Firm-Fixed-Price ceiling. Responses are due by November 2, 2026, and must include a technical approach, a Rough Order of Magnitude cost estimate, and a sustainable business model.
