The U.S. Army Contracting Command - Rock Island intends to issue a competitive Request For Quote (RFQ), W52P1J-13-R-0086, on or around 22 April 2013 with an estimated closing date of 20 days after issuance. The RFQ will be issued on a small business set-aside basis for the following items: Emulsion, Ammonium Nitrate based, Commercial name Dyno AP or equivalent, 1 inch x 8 inch plastic chub wrapped sticks, NSN: 1375-01-494-9223/ Dynamite, Nitroglycerine based, commercial name Unimax or equivalent, 1 inch x 8 inch paper tube shell or plastic wrapped sticks, NSN: 1375-00-096-3095. The applicable NAICS code is 325920, Explosives manufacturing, with a size standard of 750 employees. This requirement is for production base quantity of 4,935 each Emulsion, Ammonium Nitrate with options included for FY14-15 of 4,935 each. Production base quantity of 1,960 each Dynamite, Nitroglycerine with options included for FY14-15 of 1,960 each. The acquisition strategy for these items is commercial, simplified acquisitions. The sticks of Dynamite, Nitroglycerine based and Emulsion, Ammonium Nitrate based will be procured via purchase order. Emulsion, Ammonium Nitrate based is a detonator sensitive, all-purpose, water resistant, and packaged emulsion explosive. Dynamite, Nitroglycerine based and Emulsion, Ammonium Nitrate based are used in Canine Explosive Scent Kits designed to provide a realistic training for sentry dogs and increase their proficiency to search and detect various amounts of explosive materials used by terrorist and subversives. Delivered lots shall be manufactured no more than 60 days prior to the date of shipment. Packaging and shipping requirements will be to commercial standards.
