The Naval Sea Systems Command (NAVSEA) is conducting a full and open competitive procurement for the production of the Target Detecting Device (TDD) MK 71 Mod 1, an essential component of an air-delivered underwater mine assembly. The TDD MK 71 Mod 1 functions as a multiple influence sensor, utilizing a Navy-supplied target detection algorithm to identify valid targets and generate firing signals. It is battery powered, equipped with target sensors and electronics to control detonation timing, highly resistant to sweeping countermeasures, and designed to be compatible with all three QUICKSTRIKE warheads. NAVSEA plans to issue the solicitation on or about June 28, 2002, for the production of up to 263 units, including 15 first article units and up to 6 additional units in the base year. Subsequent purchases are scheduled across four fiscal years, with quantities increasing annually from 37 units in FY 2004 to 70 units in FY 2007. The government intends to award one firm fixed price contract with a base year and four one-year option periods, which will also include associated engineering services priced on a cost reimbursement basis. The solicitation will be available exclusively in electronic format on the Federal Business Opportunities website, with all communications to be handled via email.
