The Naval Air Systems Command, Precision Strike Weapons - PMA-201, intends to award a sole source contract to BSC Systems, Inc. for the acquisition of engineering services for the United States Navy and Foreign Military Sales customers of Harpoon Weapon System to support the Harpoon Command Launch System (CLS) on domestic and foreign partner aircraft, surface vessels and submarines. Engineering support will include configuration management, system software safety and security certification and accreditation, independent witness of formal developer testing, metric development and maintenance, maintenance of independent PC-based model of Harpoon missile routing algorithm, maintenance of software traceability tools for the Harpoon CLS as well as modifications to Harpoon CLS. The requirement is for a base year plus four one-year options. This acquisition is being pursued on a sole source basis under the statutory 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. It is anticipated that a Cost-Plus-Fixed-Fee type contract will be issued. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Unless otherwise stated herein, no additional written information is available. Request for written information will be disregarded. A determination by the government not to compete this effort is solely within the discretion of the Government.
