The Air Armament Center's 692 Armament Systems Squadron plans to award a sole source contract to Raytheon Missile Systems in Tucson, AZ, under FAR 6.302-1 authority to procure approximately 1,500 two-pack storage containers for the Miniature Air-Launch Decoy/Jammer (MALD/MALD-J) production program. Raytheon is uniquely qualified to fulfill this requirement due to exclusive possession of necessary critical vehicle information and a qualified container design that meets packaging and storage criteria while maintaining the system's 15-year warranty. The government lacks a technical data package, necessitating reliance on Raytheon's expertise. Each container must include two MIL-STD-1760 compatible umbilical cables for built-in testing without removing the missile and feature a cradle-type device for safe handling during transport, service, and aircraft loading. The container design must allow tool-less missile removal, operable by personnel wearing chemical or arctic gear, and no additional support equipment is permitted. Deliveries are scheduled to begin by October 2008 with an initial batch of 75 containers, sustaining a monthly delivery rate of eight thereafter. Containers must be qualified before the initial delivery. The contract incorporates the Ombudsman clause, with BGen Michael N. Wilson serving as the primary Ombudsman and Col Brian D. Buell as the alternate, both located at Eglin Air Force Base, FL. Contractual inquiries should be directed to Contract Specialist Pamela Anderson or Contracting Officer Troy Gunter, with technical issues addressed by Brian Jones, also at Eglin AFB. This procurement emphasizes the specialized nature of the containers and the critical integration of testing and handling features to ensure operational readiness and longevity of the MALD system under stringent environmental and handling conditions.
