Solicitation SPRRA214R0016, issued by the Department of Defense DLA Aviation at Huntsville, is a justification for other than full and open competition to procure eight Electro-Mechanical Actuators for the Patriot Weapon System. Due to the requirement for ultra-precision quality and the lack of available technical data, the acquisition is limited to Raytheon Co. and Intracom S.A. Defense Electronic Systems. The government intends to award a firm-fixed-price contract under the authority of FAR 6.302, as these specific sources possess the necessary specialized test and inspection facilities required for system integrity. All formal communications regarding this acquisition must be directed to Contract Specialist Donald M. Beadle via email, as telephone requests are not accepted. Interested firms must meet prequalification requirements to be eligible for award and are encouraged to seek source approval through the Standard Aviation and Missile Source Approval Request process. Because the solicitation contains restricted data, no documentation is being released publicly, and foreign firms must process all requests through their respective embassies.
