This contract concerns the procurement of one unit of a launcher guide rail (NSN 7H-1440-015723054, TDP Version 003) with delivery specified FOB Origin. The Government does not possess ownership or rights to the required technical data for manufacturing or repair, and acquiring these rights or reverse engineering the part has been determined to be cost prohibitive. As a result, the contract is intended to be awarded to a single supplier under FAR 6.302-1 due to lack of available alternative sources. While not a request for competitive proposals, the Government will consider any responses, proposals, or statements of capability received within the stipulated deadlines, and may reconsider competition based solely on this feedback. All prospective suppliers are required to include their CAGE code in solicitation requests. The opportunity is categorized as a presolicitation under the Department of the Navy, specifically NAVSUP Weapon Systems Support in Mechanicsburg, PA. The notice was posted on August 8, 2025, with responses due by August 12, 2025. The solicitation does not utilize FAR Part 12 commercial item acquisition policies, but interested parties may propose commercial items if capable of meeting requirements within 15 days of the notice. Applicable clauses may include those regarding the Buy American Act, Free Trade Agreements, and the World Trade Organization Government Procurement Agreement. The point of contact for this contract is Andrew M. Stader at NAVSUP WSS Mechanicsburg.
