1485-1 Reservoir Interior/Exterior Coating & Upgrades

The Otay Water District is soliciting bids for the interior and exterior coating and structural upgrades of the 1485-1 Reservoir, a 0.3 million-gallon, above-ground, welded steel reservoir built in 1962 located in Spring Valley, California. The scope requires full removal and disposal of existing coatings, surface preparation to SSPC-SP10 near-white metal standards on all interior and exterior surfaces including ceiling, rafters, columns, shells, floor, roof, and appurtenances, followed by application of new protective coatings. Additional work includes installation of new magnesium anodes, a 10-inch steel overflow pipe, a 1-inch corporation stop with locking metal box, safety climb systems, OSHA-compliant safety gates, roof railing, and structural modifications. All materials must be delivered in original, unopened containers with full manufacturer markings, batch/lot numbers, and date of manufacture, and Material Safety Data Sheets must be provided for all chemicals. Work must comply with AWWA D100 and API 650 standards, with interior dehumidification during coating and curing and thorough flushing with potable water upon completion. The project is subject to California public contract laws, including prevailing wage requirements, apprentice utilization, and labor non-discrimination provisions. Bids are due by 4:00 PM local time on August 24, 2026, and must be submitted exclusively through the PlanetBids portal. The award will be made to the lowest responsive and responsible bidder based on bid items 1 through 27, with no weighted scoring factors. Mandatory submittals include a bid bond of at least 10% of the bid amount, performance and payment bonds for 100% of the contract value issued by a California-admitted surety with a Best rating of A VII or better, and proof of insurance including $5 million commercial general liability, $1 million business auto liability, and statutory workers’ compensation with employer’s liability coverage of at least $1 million per occurrence. Insurance policies must name the District as an additional insured and be primary. Contractors must submit safety plans and qualifications of a safety supervisor for approval before starting work, and must certify in writing that no coatings contain prohibited VOCs such as PCE, TCE, or MEK. Contractors must provide calibrated inspection tools on-site for dry film thickness and holiday testing, which will be verified by an independent AMPP PCS Level 3 inspector hired by the District
