14860 Circuit Card Assembly

This contract establishes a five-year Blanket Purchase Agreement (BPA) under solicitation number FA8222-26-14860 for the rapid procurement and manufacturing of high-quality Printed Circuit Board Assemblies (PCBAs) and Circuit Card Assemblies (CCAs) to support the 516th Common Aircraft Portable Reprogrammable Equipment (CAPRE), Common Built-in-Test Reprogramming Equipment and Portable Automated Test Station (CMBRE), Portable Automated Test Station (PATS), and related Department of War (DoW) missions. The BPA is structured as a total small business set-aside under NAICS code 334418, with a size standard of 750 employees, and is restricted to small businesses that can demonstrate in-house capability to perform either PCB fabrication or assembly, along with mandatory International Trafficking in Arms (ITAR) compliance. Offerors must submit a technical volume of up to five pages and a past performance volume of up to three pages, with technical evaluations focusing on proven capabilities in PCB fabrication and assembly, quality control plans, trusted requirements adherence, and validation processes including impedance, continuity, flying probe, and X-ray inspections. All assemblies must meet IPC-A-600 Class 3 and IPC-A-610 Class 2 standards, with cleaning procedures compliant with J-STD-001 Class 3, and require full component authenticity verification against OEM specifications. The Government retains unlimited data and software rights to all deliverables, and pricing will be negotiated per individual order with no minimum quantity guaranteed. Payment is required via Electronic Funds Transfer, with accelerated payments mandated for small business subcontractors, and partial or early payments may be arranged for excessively costly components upon submission of purchase order and receipt evidence. All shipments must include the BPA and order number, item description, quantity, delivery date, and point of contact information. Offers must be submitted electronically by June 24, 2026, to designated program contacts, and include full representations, certifications, and compliance statements required under FAR clauses including 52.203-6 Alt I, 52.219-14, 52.240-90, and others governing ethics, subcontracting, security, and whistleblower protections.
