This solicitation, issued by DLA Aviation ASC Supplier Operations, is a total small business set-aside for the procurement of seven left-hand exhaust duct assemblies (NSN 1560-01-065-1906). The contract requires a delivery timeline of 231 days, though the government encourages expedited delivery and may provide an evaluation preference for shorter lead times. A critical component of this procurement is the First Article Test (FAT) requirement, which is designated as a separate line item. Offerors are strictly prohibited from providing items produced via additive manufacturing unless specifically authorized. The contract is subject to strict export control regulations, including ITAR and EAR, and requires contractors to have approved US/Canada Joint Certification Program (JCP) status and completed specific DLA training to access technical data. Quality and compliance standards are rigorous, requiring manufacturers to maintain an inspection system that meets SAE AS9003 or ISO 9001 standards. Inspection and acceptance will occur at the origin, and the government requires origin inspection per FAR 52.246-2. Packaging must adhere to specific standards: non-hazardous materials must follow ASTM D3951, while hazardous materials must comply with TQ requirement IP025 and the Hazard Communication Standard. All palletization must meet DLA requirement RP001, and marking must comply with MIL-STD-129. Additionally, the contract incorporates cybersecurity requirements, specifically CMMC Level 2, and mandates compliance with the Buy American Act and the Berry Amendment. Payment and receiving reports must be processed electronically through the Wide Area WorkFlow (WAWF) system.
