U.S. Army Contracting Command – Sierra Army Depot (ACC-SIAD) Organic Industrial Base (OIB) Modernization Commercial Solutions Opening (CSO)
Solicitation # W912GY-25-S-C001
The U.S. Army Contracting Command – Sierra Army Depot (ACC-SIAD) has issued solicitation W912GY-25-S-C001, a Commercial Solutions Opening (CSO) aimed at modernizing the Organic Industrial Base (OIB). This initiative seeks innovative commercial items, technologies, and services to enhance the Army's capabilities in advanced manufacturing, automation, robotics, digital twins, cybersecurity, and agile facilities. The CSO is designed as a streamlined acquisition process authorized by DFARS Subpart 212.70, allowing both traditional and non-traditional defense contractors to compete for fixed-price contracts awarded under FAR Part 12 Commercial Item Procedures. The solicitation remains continuously open until June 30, 2030, with specific Areas of Interest (AoI) focusing on logistics modernization, airfield maintenance, energy and environmental management, and advanced packaging manufacturing. The procurement follows a multi-phased evaluation process consisting of solution briefs, presentations or pitches, and final Commercial Solution Proposals (CSP). Proposals are evaluated based on relevancy, technical merit, innovation, and various risk factors including technical, price, schedule, business, and intellectual property risks. To be eligible for award, companies must possess a Unique Entity ID (UEI), maintain an active registration in the System for Award Management (SAM), and be registered in the PIEE invoicing system. While the general CSO is open for a long duration, specific AoIs may have individual deadlines and technical requirements, such as the procurement of a Roll Off Truck with specific engine and frame specifications.
