POTENTIAL PURCHASE OF B-747 AIRCRAFT, PARTS, AND SERVICES. The 46th Test Wing, a leader in weapon system test and evaluation (T&E), has an initiative to identify sources and options for acquisition or lease of a B-747, equipped with GE engines (desired) and/or airplane components delivered to a to be determined location in the CONUS, suitable for destructive testing. Aircraft may be required to participate in flight measurement program. The Test Wing is soliciting white papers which shall include past performance information. DO NOT SUBMIT FORMAL PROPOSALS AT THIS TIME. Offerors are required to submit via email a 3-5 page summary of their concept for meeting this requirement, qualifications and experience with a cover letter in Adobe Acrobat PDF format by September 30, 2003. However, if email capability is not available, submit three copies of the white paper to the technical point of contact (POC) at the address shown below. White papers will be evaluated based on technical merit in addressing the areas described in this announcement, and the past performance of the offeror in accomplishing similar work. An invitation to submit a formal proposal does not ensure the offeror will be awarded a subsequent contract. Technical questions should be directed to the technical POC shown below.
