Solicitation SPE4A7-27-T-1295 is a total small business set-aside issued by the DLA Weapons Support ASC Supplier Oper AE and AF Div for the procurement of 19 canopy transparencies (NSN 1560-01-649-9444). This fixed-price contract requires delivery FOB Origin to DLA Distribution Cherry Point, North Carolina, with a delivery timeline of 742 days after order. Offerors must submit quotes via the DIBBS system by October 22, 2026. Because the DLA does not currently have an approved technical data package available, offerors not already cited as acceptable sources must obtain source approval from the design control activity and submit technical data packages with their offer. The contract mandates strict quality and security compliance, including ISO 9001:2015 or equivalent standards and SAE AS9100 for manufacturers. Key requirements include First Article Testing (FAT), with a test report due within 30 days of the contract and notification of shipment provided 14 days in advance. Technical data is subject to ITAR or EAR export controls, requiring contractors to have approved US/Canada Joint Certification Program certification. Additionally, the contract incorporates CMMC Level 2 requirements and mandates the use of the Wide Area WorkFlow (WAWF) system for invoicing and receiving reports. Packaging and marking must adhere to MIL-STD-2073-1E and MIL-STD-129, with a strict prohibition on bulk packaging.
