Description
This is a combined synopsis/solicitation for commercial products or services prepared in accordance with Federal Acquisition Regulation (FAR) Part 12. This announcement constitutes the only solicitation. Quotes are being requested, and a separate written solicitation will not be issued.

Solicitation number 15BCTS26Q00000003 is issued as a request for quotation (RFQ). The Federal Bureau of Prisons, CTS Contracting Office, is seeking quotes from sources that have the ability to provide community-based outpatient for a national peer support service in the community to augment traditional mental health and substance use disorder treatment for inmates currently participating in Community Treatment Services and to provide reentry peer support for all inmates in community placement.  The service will be delivered via mobile application utilizing tele-support or video-support mechanisms by certified peer support specialists to inmates in community placement on cellular phones, laptops, and tablets. Community Reentry Peer Support shall be made available to the inmate population 365 days a year, seven days per week, from 7:00 am to 10:00 pm, local time of the location where peer support services are being provided.  Outside of these hours, inmates shall be given contact information for other support options, such as crisis lines, hotlines, or lifelines, for urgent crisis situations.  The peer support service will provide proactive support to inmates in community placement; identify risk factors for relapse and recidivism and offer direct support to navigate these challenges; improve mental health outcomes; and assist inmates in becoming law-abiding citizens, which aligns with the FBOP’s mission to provide self-improvement opportunities. Simplified acquisition procedures are being used and anticipated award date is September 10, 2026.

This acquisition is set aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

The associated North American Industrial Classification System (NAICS) code for this procurement is 621420, with a small business size standard of $19,000,000. The product or service code is G004. The government will award an indefinite-delivery contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer, conforming to the synopsis/solicitation, will be most advantageous to the government (as determined by the solicitation evaluation criteria).

Services
The contractor shall be capable of providing outpatient virtual peer support services for basic, standard, and enhanced treatment services to offenders confined in community-based programs nationwide.

These services shall be in accordance with the Federal Bureau of Prisons (BOP) Community Treatment Services (CTS) Statement of Work (SOW) Virtual CRPSS, dated May 2026.

The period of performance is estimated to begin on September 10, 2026 and no option to extend, with services ending on December 31, 2026.

Place of Performance
This is a virtual reentry peer support service and does not have a location of service designated. All references to Residential Re-Entry Center (RRC) and Community Correctional Center (CCC) shall be treated equally for the purpose of this contract.

Deliveries
In accordance with Federal Acquisition Regulation (FAR) 16.505, and the clause located in FAR 52.216-18, Ordering, states that any supplies or services to be furnished under this contract shall be ordered by issuance of task orders by a warranted Contracting Officer in the CTS Contracting Office.

Freedom of Information Act
The Freedom of Information Act (FOIA) and its amendments have resulted in an increasing number of requests to Federal Agencies for copies of Technical/Management and Business Proposals from other than Government sources. The offeror should identify information in its Technical/Management and Business Proposals the offeror believes should be withheld from these sources, on the basis the proposals consist of "trade secrets and commercial or financial information obtained from a person and privileged or confidential" (exemption (b) (4) of the FOIA). This identification will assist in the decision by a responsible federal official to disclose or withhold the requested information.

If an offeror considers elements of its proposal to be exempt under FOIA, ensure the following notice is annotated on the title page of the quote:

Elements of this document, as identified on individual pages, are considered by the submitter to be privileged or confidential trade secrets or commercial or financial information not subject to mandatory disclosure under the Freedom of Information Act. Material considered privileged or confidential on this basis is contained on pages ____.

The offeror must annotate each individual item it considers privileged or confidential under the FOIA exemption with the following notice:

The data or information is considered confidential or privileged, and not subject to mandatory disclosure under the FOIA.

All information in an offeror's quote not designated may be subject to automatic public disclosure if it is requested under the FOIA. It must be emphasized that under the FOIA no information is automatically exempt from public disclosure. However, no disclosures will be made without careful evaluation, giving due regard to the need for safeguarding material considered privileged or confidential by the offeror. It is Department of Justice policy to withhold whenever possible material that is genuinely privileged or confidential.

Billing Information 
The Government will make payment on a monthly basis via Electronic Fund Transfer. Invoices with the contract number should be submitted electronically to BOP-RSD-CRBCTS-BILL-DC-S@bop.gov.  Contractors that are classified as a small business are required to indicate their small business size status on each invoice submitted for payment.

Award Without Discussions 
Award will be made to the quoter whose quotation offers the best value to the government, considering technical capability and lowest price technically available. Quoters are advised an award may be made without discussions.  The Contracting Officer cannot overemphasize the necessity for the initial quotation of a quoter to provide the Government with sufficient information identifying the quoter's best terms from a cost or price and technical standpoint.

Community Treatment Services Decisional Rule Criteria Lowest Price Technically Acceptable:
Each quotation will be initially reviewed to determine that all document submission requirements listed under Addendum to FAR 52.212-1, Instructions to Offerors-Commercial Items, are met. By using the documentation submitted with each quotation, an initial review will also be conducted to determine whether it meets the minimum requirements contained in the Decisional Rule Criteria below. Any quotation not meeting these criteria shall not receive consideration for award.

Quotes must clearly demonstrate at the time of submission, unless otherwise stated, the capability to meet the Decisional Rule Criteria below. Quotes will be rated "Acceptable" or "Unacceptable" based on the Decisional Rule Criteria. Quoters receiving an "Unacceptable" rating will be advised of their elimination from the procurement. Quoters receiving an "Acceptable" rating shall be considered for award.

Quoters who fail to furnish any of the below submission requirements shall be excluded from consideration:

COMMUNITY TREATMENT SERVICES 2026
DECISIONAL RULE CRITERIA – LPTA

1.    Operational Requirement – Virtual Community Reentry Peer Support Service:   Quoter shall deliver a virtual Community Reentry Peer Support Service by mobile application through tele-support or video support mechanisms.  Quoter shall provide unlimited access to certified peer support specialists, modalities, tools, materials, and other necessary items for inmates 365 days a year, seven days per week, from 7:00 am to 10:00 pm, local time of the location where peer support services are being provided, for a virtual Community Reentry Peer Support Service.  Each response shall not exceed three pages in total. [SOW 2.1.1]
     a.    Submit a plan to provide access to inmates in community placement to a digital platform and all necessary peer support services to maintain full operations with no disruptions from contract award.  The plan must include how services will be provided to inmates who lack access to a digital platform.  [SOW2.1]    
     b.    Submit a plan with contact information for other support options which shall be provided to inmates, outside of required hours of 7:00 am to 10:00 pm local time of the location where peer support services are being provided.  [SOW 2.1.1]
     c.    Submit an emergency plan which details procedures and policy for significant acute treatment needs or a participant’s suicidal or homicidal ideation during the peer support process. [SOW 2.3.11]

2.    Staffing Requirement – Key Personnel:  The Quoter shall have key personnel to meet the solicitation requirements.  The Quoter must provide qualified personnel to perform all requirements specified in the Statement of Work.  [SOW 3.1] 
     a.    Submit the Technical Personnel List that identifies the name, position, and responsibility of all personnel proposed to meet the minimum staffing requirements of key personnel in table 2a below.  All key personnel, including the authorized negotiator and administrative positions, must be identified in this document.  
     b.    Submit copies of current and valid certifications for key personnel who shall provide peer support services to Bureau of Prisons inmates.  Peer support specialists and peer support supervisors must be certified through a state-specific board or a national organization, as listed in table 2b below.  All copies of certifications must clearly show the expiration date on the submitted document.
          i.    If unable to produce a copy of an original certification, provide a verification sheet from the applicable state board which clearly specifies the state where the certification was issued.
          ii.    Submit a copy of a current government-issued photo identification card for the staff member if only providing a certification verification sheet.
     c.    Submit the Minimum Requirements for Peer Specialists and Supervisors document.  All peer support specialists and peer support supervisors, as identified on the Technical Personnel document, must have a minimum requirement in the following areas:  high school diploma or GED; two years recovery, self-attested (if applicable); 32 contact and training hours (CEs) of peer recovery-focused education, peer support values and skills training, or completion of a peer support training program; and 2000 hours direct practice (volunteer or paid) providing peer support services.  [SOW 3.1.3]
     d.    Submit resumes only for key personnel in the Technical Personnel document who will be providing peer support services or supervising peer specialists.  Resumes must correspond to information submitted on the Minimum Requirements for Peer Specialists and Supervisors document regarding education, peer support training, and peer support specialist experience.   Each resume shall not exceed two pages in total.
          i.    Resumes must include highest level of education, number of hours of peer support training, and documented experience (volunteer or paid) providing peer support services.
          ii.    Documented experience on a resume must include number of hours of direct practice providing peer support services.

3.    Staffing Requirement – Peer Support Supervisor:  The Quoter shall identify at least one key personnel as a Peer Support Supervisor to support and oversee peer specialists while they provide the necessary components of peer work.  [SOW 3.6.1] 
     a.    Identify on the Technical Personnel document which key personnel shall supervise peer specialists.
     b.    Submit a plan which demonstrates how effective supervision of peer support specialists shall be provided.  The plan must focus on balancing administrative requirements with supportive, recovery-oriented mentorship. Additionally, the plan must include administrative, skills development and performance, and supportive and wellness check-ins of peer support specialists.  The response shall not exceed two pages in total.  [SOW 3.6]

               2a.  Minimum Staffing Requirements of Key Personnel
                      Identify the following on the Technical Personnel Document:
                       Authorized Negotiator (AN)
                       Peer Specialist (PS)
                       Peer Support Supervisor (PSS)

               2b.  Certification Requirements for Peer Specialists & Supervisors
                        All key personnel providing peer support services to inmates or supervisors of peer specialists must be a:
                        •    Nationally Certified Peer Recovery Support Specialist (NCPRSS) 
                        •    Nationally Certified Peer Specialist (NCPS)
                        •    State-Level Peer Support Specialist (or Certified Peer Specialist)

All treatment services are to be provided by clinicians who currently hold a professional license to practice independently, without supervision.

•    Completed Attachment Quotation Form
•    Completed Pricing Chart
•    Completed ATU Vendor Attestation Form
•    Proof of completed SAM registration (must be active by time of quotation submission)
•    A copy of your current Professional Liability Insurance

This is an open-market combined synopsis/solicitation for services as defined herein. The government intends to award a contract as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows:

“The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.”
OR
“The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following.”

Quoters must list exception(s) and rationale for the exception(s). Quoters that reject the terms and conditions of the solicitation may be excluded from consideration.

Submission must be received no later than September 24, by 2:00 p.m. (EST). Late submissions will be treated in accordance with the solicitation provision at FAR 52.212-1(c). Only E-mailed quotes will be accepted to j15walker@bop.gov.
