AI Contract Overview

The 77 Aeronautical Systems Group plans to modify an existing contract with Goodrich Corp/AMI to procure an additional 39 Advanced Concept Ejection Seat II (ACES II) emergency ejection seats for the F-16 aircraft. The contract includes 28 forward seats equipped with onboard oxygen generating systems, universal water-activated release systems, lap belts, and canopy link assemblies, and 11 aft seats with the same features. The rocket motors associated with these seats are included but not separately priced. Deliveries are scheduled to begin in January 2009, with a monthly delivery rate of four seats. The seats will be shipped to two locations: Lockheed Martin Aeronautics in Fort Worth, Texas, and Robins Air Force Base in Georgia, with destination delivery terms and origin inspection and acceptance. Packaging must comply with specified military standards and markings, although complete government drawings for the seats are not available. The acquisition supports both Foreign Military Sales and Air Force requirements, and the contract is justified as a sole-source procurement due to the limited number of capable suppliers. Interested vendors must be registered in the Central Contractor Registry and submit offers within fifteen days of the solicitation posting. Concerns during the acquisition process can be addressed first through the contracting officer, with an ombudsman available for unresolved issues. The contract is governed under specific U.S. Code and Air Force Federal Acquisition Regulations provisions.
