AI Contract Overview
The U.S. Navy’s NAVSUP Weapon Systems Support in Philadelphia intends to award a sole-source repair contract to TRIMAN INDUSTRIES INC for the restoration of 22 electro-mechanical actuators, identified by part number R5311-5 and NSN 7R-1680-011298402-LU. The repair work must be completed within a requested turnaround time of 195 days, measured from the physical receipt of the asset at the contractor’s facility as recorded in the Commercial Asset Visibility system. The Government does not possess the technical data or intellectual property rights necessary to source this component from alternative suppliers, justifying the sole-source approach under 10 U.S.C. 3204(a)(1) and FAR 6.302. All offers must include the proposed turnaround time and any capacity limitations, and no drawings or technical specifications are available for reference. Proposals must be submitted electronically via email and cannot be requested by phone or requested in hard copy. Any firm not previously approved to perform this repair must submit a Source Approval Request, but the repair schedule will not be extended to accommodate pending approvals. This procurement is governed under FAR Part 15 for negotiated acquisitions and will follow commercial item procedures under FAR Part 12. Although the solicitation is not competitive, all responsible sources are invited to submit capability statements within 45 days of the synopsis posting, which will be used only to assess the necessity of opening competition. The effort is not set aside for small businesses. The point of contact for submissions is Kate N. Schalck, with proposals to be sent to kate.n.schalck.civ@us.navy.mil. The solicitation will be published electronically through NECO, and no paper notices will be distributed. Delivery terms are FOB Origin, and final Government acceptance is required for each repaired unit prior to contract closure. The action is tied to the official synopsis dated August 4, 2026, with responses due by September 18, 2026.
