16--BLADE ROTARY RUDDER

The Department of Defense, through NAVSUP Weapon Systems Support in Philadelphia, plans to procure two units of a 16-blade rotary rudder (NSN 1R-1615-LLF02K166-VH, part number 70101-31000-054) under a sole source solicitation with Sikorsky. This requirement is a Foreign Military Sales (FMS) acquisition with delivery FOB origin. The government does not own the data rights or drawings related to this part, limiting the procurement to Sikorsky as the only responsible source able to meet the agency’s needs. The purchase is expected to be made under an existing Basic Ordering Agreement, and potential new manufacturers must submit a Source Approval Request, although the procurement timeline will not wait for approval of such requests. The solicitation, posted on February 24, 2026, and with a response deadline of April 10, 2026, will follow FAR Part 15 procedures, excluding FAR Part 12 since the item is not a commercial acquisition. While the notice is not a request for competitive proposals, any proposals or capability statements submitted within the 45-day window will be considered. This acquisition is not set aside for small businesses and all communications will be conducted electronically through NECO.
