Landsat 10 Spacecraft
Solicitation # 80GSFC26R0015
The National Aeronautics and Space Administration’s Goddard Space Flight Center is soliciting proposals for the acquisition of the Landsat 10 Spacecraft under RFP 80GSFC26R0015, which supersedes the previous draft issued in May 2026. The contract seeks a spacecraft capable of delivering multi-spectral imagery across visible to shortwave-infrared and thermal infrared bands to support long-term monitoring of Earth’s land surfaces and coastal regions, with a mission objective to operate continuously for at least five years. The spacecraft will be placed in a 653-kilometer sun-synchronous low-Earth orbit and equipped with the Landsat Instrument Suite, providing 26 spectral bands with a ground sampling distance between 10 and 60 meters and a 164-kilometer swath width. NASA will provide the space and launch services segments, while USGS will manage the ground system and mission operations. The contractor is required to deliver detailed analytical models, including 3D CAD, thermal, structural, dynamic, and attitude control subsystem models, as well as comply with stringent environmental standards covering radiation, space charging, magnetics, atomic oxygen, and micrometeoroid/orbital debris exposure, with microcircuit requirements aligned to MIL-STD-883. Key deliverables include the spacecraft and related models to be submitted to the Landsat 10 Project Office, alongside adherence to interface requirements defined in multiple attachments for spacecraft-to-ground, payload-to-launch, and space environmental systems. The response deadline has been extended to August 31, 2026, at 1:00 p.m. EST, and the solicitation includes updated documentation such as the Spacecraft Contractor Standards, a revised Master Equipment List, and a DPAS rating of DO-C9 on the SF-1449 form. Government-furnished equipment, including flight umbilical connectors, launch services support, and propellant, must be coordinated with schedule milestones ranging from L-18 months to L-1 month, with payload processing facilities provided by the government from L-60 days through L+7 days. No cost or pricing data, evaluation factors, or contract value estimates are specified in the release.

LIFT, THRUST DEVICE
Solicitation # SPE7M4-26-Q-0929
The contract solicitation SPE7M4-26-Q-0929 seeks three units of a LIFT, THRUST DEVICE identified by NSN 4910-01-120-8846 for delivery to DLA Distribution Puget Sound in Bremerton, WA, with a required delivery date of December 4, 2026. The item is subject to strict export control under ITAR or EAR, requiring any party accessing related technical data to hold an approved US/Canada Joint Certification Program certification, complete DLA-specific training on export-controlled data handling, and receive prior authorization from DLA. Technical data may not be disclosed to foreign nationals, regardless of location. Packaging and marking must strictly comply with MIL-STD-2073-1E for preservation and MIL-STD-129 for labeling and barcoding using Code 39 or PDF417 symbology, with dry preservation methods and bag wrapping, no cushioning, and controlled dunnage. The contract requires electronic invoicing through WAWF with payment processing tied to DoDAAC codes, and delivery is FOB ORIGIN, though inspection and acceptance occur at destination. The solicitation references mandatory compliance with CMMC Level 2 cybersecurity certification and handling of covered defense information. While the contract type is not formally stated, it is likely a Firm-Fixed-Price arrangement under Simplified Acquisition Procedures due to the single-line item and small quantity. The award will be based on a best value trade-off considering past performance, delivery capability, and price, rather than a lowest price technically acceptable approach. All offerors must be registered in SAM.gov and WAWF, and submit proposals electronically by August 13, 2026, through DLA’s eProcurement system, with no pricing provided in the solicitation as it is pre-award. A small business set-aside is indicated, but no offeror responses or certifications are present in the document, leaving all socioeconomic status fields blank.

Solicitation # PANRSA-26-P-040123
The U.S. Army is seeking industry input on a Next Generation Counter-Small Unmanned Aircraft System Missile (NGCM) to enhance capabilities against Group 2 and Group 3 small drone threats through extended range, rapid launch, and reduced time-to-target. The initiative aims to develop a missile system capable of engaging targets beyond 16 kilometers at 6 kilometers altitude and up to 25 kilometers at 8 kilometers altitude, with a launch response time under five seconds from operator initiation.
