The contract involves the procurement of 33 units of a mounting bracket assembly (NSN 1R-1680-015431550-V2) under solicitation SPRPA109G002XGCKG, with delivery terms specified as FOB origin. The items are to be issued to Honeywell International Inc. located in Tempe, Arizona. This procurement is a sole-source acquisition, as Honeywell is the only approved source for this particular part, and the government lacks sufficient data to obtain it from any alternative vendors. Although the notice invites interested parties to express interest or submit quotes, the government intends to negotiate exclusively with Honeywell and retains full discretion regarding whether to pursue competitive procurement based on any responses received. The contract is managed by the Department of Defense office known as Navsup Weapon Systems Support, headquartered in Philadelphia, Pennsylvania. The solicitation was posted on August 27, 2010, as a presolicitation notice rather than a request for competitive bids. The government emphasizes that any information submitted by interested parties will primarily inform the decision on competition rather than trigger a competitive award process. Overall, this contract secures a critical supply source while maintaining some openness for market input, though it clearly prioritizes the existing, approved supplier.
