AI Contract Overview

This contract solicitation concerns the procurement of control assemblies designed to prevent ice formation on the airfoil surfaces of B-52 aircraft by regulating surface temperature. The item, identified by NSN 1660-00-474-6402 and part number 1239-1A, consists of a metal chassis with electronic components, measuring 5 inches by 4 inches by 4 inches, and weighing 4.2 pounds. The government seeks a total quantity of nine units, with delivery scheduled at a rate of one unit per month over eight months to DLA Distribution Depot at Tinker Air Force Base, Oklahoma. The contract allows for range quantities and specifies that no qualification requirements exist, though the item carries unique identification marking requirements due to its unit price exceeding $5,000. The solicitation replaced an earlier number and is directed primarily at Honeywell International, the qualified source with a long history of award dating back to 1987. The acquisition will be conducted as a sole-source action under the authority allowing limited source negotiation, given the specialized military application of the technology involved. The government emphasizes consideration of all responsible proposals during the solicitation period but retains discretion whether to compete. The procurement is not a commercial item acquisition, although potential commercial sources are invited to express interest. Award considerations will weigh both pricing and past performance factors. Communication is managed electronically, and comprehensive details, including qualification and award procedures, are accessible through the designated contracting office. An ombudsman is appointed to address contractor concerns during acquisition development, providing an additional channel for dialogue outside the formal evaluation and source selection process.
